The Welsh Government has confirmed that planning application fees across Wales will rise from 1 December 2025.

The updated regulations apply to all new planning applications, amendments, deemed applications and site visits submitted on or after this date. The changes form part of a wider move towards Full Cost Recovery (FCR) — ensuring local authorities can charge fees that more accurately reflect the cost of assessing and processing applications.
This marks the first major review of planning fees in several years. The Welsh Government has stated that the increases are intended to provide greater financial stability for local planning authorities, helping them to meet service demands, invest in digital systems, and deliver decisions more efficiently.
In practical terms, most planning application fees will increase, affecting household extensions, new dwellings, commercial developments and pre-application advice.
